What are SARs?

We calculated performance levels using Standardised Admissions Ratios (SARS) which measure the actual number of patients admitted for treatment, against the expected numbers. The expected numbers are worked out by looking at an area's population and needs, and are represented as 100. If a PCT or hospital's SAR is higher than 100, then the PCT is making more than the expected admissions. If it has a SAR lower than 100, then the PCT is making fewer than the expected admissions. You can also compare this against the national figure which shows the average number of admissions.


Linking PCTs to Acute hospitals/trusts:

  • Admissions data was analysed for CY 2005
  • The output gave two lists by PCT, one for elective admissions, the other for emergency admissions
  • The lists had for each PCT the number of admissions by Acute Hospital Trust or Mental Health Trust
  • The two lists were developed to give for each PCT those trusts which provide the greater part of the AHT work done for that trust.
  • For this C4 work, we used only those instances where the number of admissions was in excess of 5% of the total from that PCT, and only Acute Hospital Trusts
  • The lists of trusts per PCT were then expanded to give a list of hospitals, based on the Hospital Guide 2005 set of hospitals per acute trust.
  • The emergency list of hospitals was filtered to remove any that do not have a full function A&E department.
  • The 'elective' list of hospitals was filtered for the Heart Disease section so that only hospitals reported to be doing angioplasty were included
  • The 'elective' list of hospitals was filtered for the Hip Replacement section so that only hospitals reported to be doing hip replacements were included
  • The 'elective' list of hospitals was filtered for the Cancer section so that only hospitals reported to be doing breast cancer symptomatic work were included

Freedom of Information data

This data was independently collected by Monkey Kingdom for Channel 4 as a Freedom of Information request in March 2006. The data was then returned to the Primary Care Trusts for validation. Information was provided by 94 per cent of English PCTs surveyed.
